If you're seeing the actual transfer market as locked, that's typically due to previous account standing impacting the current access.

We wouldn't be able to go into further detail why an individual account may not have access beyond that point I'm afraid, but as long as you're not seeing a message indicating you're actually blocked from the Transfer Market, you'll be able to receive or re-gain access just by continuing the behavior mentioned below.

We don't have any other details on the criteria to share currently, but things like account standing impacting access to the Web App would also likely have an effect there.

What does that mean ? Will i get my welcome back packs i’ve never broken no rules
