You have to have 100 Valour points in order for the first two to open and 80 for the last one.

I have already completed the bottom 3 exchanges but the top 3 are still not working?!!!

How do you know that? Where is that in the instructions, reward event details?

Just found the answer, the guy saying scroll down meant on the screen where you input the players as there are 2 more requirements.
