The TOTS main chapter only works with the combo of a League tag and an OVR one, leaving the Custom optional.

Long story short, you need OVR tags to progress on the milestone.

The distribution of League and OVR tags does not make any sense, even after days with full x3 rounds on Division Rivals.

It does not make sense that there is not a single OVR tag after a whole round of Divison Rivals.

It does not make sense that I have 74 EPL and 19 Bundesliga tags, and 0 of the 112+ to 116+ OVR tags.

Please, if you want this TOTS chapter to succeed, make sure you give a proper ratio.
