club locked problem

Hey Im having a problem:

The Club feature is locked for me. I tried reinstalling the app but the Club feature is still locked. I think it is a problem with my account, not with my device. You can check the screenshot for proof. Is there any other way to change players in my team, when I cant access the Club section?
