Same here mate. Don't buy packs mate I did the exchange 88-97 straight away at midday and got r9 untradeable Best is to do exchange and don't give EA your money or just buy star pass them that's it.
Hmmmm. I tried that exchange several times already, all I got were WW or Captains players (like 85-89 ovr) not even TOTY players.
Tried the TOTY exchanges once each, outcome was similar (85 OVR Otamendi twice LOL).
TOTY is the worst event of this season for me already. Nothing much to do, just wait for 20 days to unlock login reward etc :-)
Update:- As suggested by XX_PINGERS_XX I've attempted TOTY exchange few more times (8 times total), the max I got is 91OVR CF untradable.
My team is 96 OVR, so this is useless and I use 4-3-3 formation, so no question of a CF in that.

Yeah I know it's hard I only got 1 good player aswell. I say do the exchange before doing anything at reset. Go do the 89-97 and see if you have better luck. I get nothing on the weekend aswell from the challenge . I just got extremely lucky today. Tho atm r9 isn't that good at level 15
