I’ve got the same this this morning, can’t get it to work
I've contacted Nintendo Support and also left a forum here for EA to read I'm hoping they can get it sorted before it's too late.. maybe try enabling beta testing on Nintendo switch first if that is an option I shall have a research now about it.
Did you manage to resolve the issue? Do you think we have to wait until 6pm tomorrow for ours to work ?
Also running into the same issue here on both the Switch 1 and 2 it gives the same message.

I keep getting the same error code 2813-0069 !! I’ve pre ordered FIFA/EA FC every year for pretty much every console I own every year and to be let down by the same problems every one on this forum is having is poor ? My son received his code and can play on Xbox fine ? Please sort this EA or give me another code for PS or Xbox please ?? Regards
Yup same problem, contacted nintendo support and no avail. Hopefully it will be sorted out by 12 pm
