I have the same issue, but I did contact EA Help and they have provided me with a work around solution. I dropped this solution in October (comment #152, page 16 on mobile). It works as long as you have nothing running in the background, just follow those steps to the best you can. Pretty much have to follow those steps each time I want to play the game.
Also, check the minimum requirements, your cpu and gpu appears to be below the minimum requirements for the game, below is an image of the minimum requirements:

I have played several other high intensity games on High/Ultra settings (GTA, RDR2, CoD, Forza) with FPS ranges of 60-120, at times 145 depending on OC and all other things said and done.
I am noticing 3-4 months laters that this issue of the game utilizing the CPU to maximum whereas my GPU sits virtually untouched. All the setting adjustments and etc have been calculated into each scenario and the output remains the same; the game appears to stutter and play in slow motion regardless of the game mode.

Even after reviewing countless posts in this thread, some of those touching 32-64gb of RAM, better CPU’s and etc, are having the same exact issues as I am, including those with a worse build.

Thanks, appreciate the help. Unfortunately the cache clearing didn't resolve. Going to initiate a chargeback with the credit card company as EA haven't responded to a ticket I raised with them about it.
