I have played several other high intensity games on High/Ultra settings (GTA, RDR2, CoD, Forza) with FPS ranges of 60-120, at times 145 depending on OC and all other things said and done.
I am noticing 3-4 months laters that this issue of the game utilizing the CPU to maximum whereas my GPU sits virtually untouched. All the setting adjustments and etc have been calculated into each scenario and the output remains the same; the game appears to stutter and play in slow motion regardless of the game mode.
Even after reviewing countless posts in this thread, some of those touching 32-64gb of RAM, better CPU’s and etc, are having the same exact issues as I am, including those with a worse build.

The problem shouldn't come down to cpus with four threads though.
The real problem is that rather than make a proper PC port, what EA has released is in fact basically an emulated console version. Emulated console games have always ran like trash because they don't take advantage of any video card resources - and they try to do all the graphics processing with something that's not specialized for the task
So EA basically decided to tell a very large number of its PC customers to f*ck off. There's a reason why no other developer does it this way. This isn't a matter of improving the game for next gen, it's a matter of very very poor resource allocation and a matter of laziness/greed.
Rather than making a proper PC port, they tried to do as little work as possible for their PC customers resulting in a game that (let's be honest) looks basically identical to its predecessor but also has an insatiable hunger for cpus.
This is extremely disappointing.
I don't blame the devs though, the people to blame are the EA corporate execs who let the company be run by their accounting department in all things. And they apparently thought we'd all be too stupid to realize that what they did was a poorly optimized emulation for minimum man hours - resulting in a product that a huge portion of their fanbase will not be able to use.
Willingly giving up that many customers is asinine.
SO to anyone reading this after me, by doubling down on their intent to dismiss anyone with fewer than 8 threads, what they're saying is there is no fix forthcoming and you should not expect one. The game abusing your processor while neglecting your videocard is the game working as intended.
