Certain USB Devices being plugged in cause slow motion and FPS issues

Summarize your bug Certain USB devices being plugged into the computer during gameplay seem to be causing the game speed to be slow motion (i.e. the game clock is running slowly, animations run slowly, etc.) and causes significant performance issues. It seems that everyone's CPU usage goes crazy. So far people have reported the USB devices which have caused this issue are: - USB-C custom guitar hero controller - Someone's keyboard and mouse - Someone charging a device using USB-C
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? Plug in USB devices into your computer and you should see a performance drop or the slow motion issue. What I had plugged in was a Raspberry Pi based controller into an Anker USB Hub (this wasn't the controller I was playing Madden with). It is possible that it is caused when a USB-C device is connected to the computer. You can see the device connected in the DxDiag: Device Name: Ardwiino - Raspberry PI Pico - XInput Guitar Hero Guitar - Direct Attached: 1 Controller ID: 0x0 Vendor/Product ID: 0x1209, 0x2882 FF Driver: n/a Note that people have the issue with other USB devices being plugged in to the computer.
What happens when the bug occurs? The game speed goes in slow motion. The FPS drops considerably. CPU usage spikes to 90%.
What do you expect to see? The game should not be affected by USB devices being connected to the computer.
