Pre Play Stuttering and lag in CFM games

Summarize your bug Pre-play there is an excessive amount of stuttering causing players to move at speeds several times the speed they should pre-snap, and user input often has trouble registering to the point it can take dozens of attempts just to press "A" to snap the ball." This can also extend to selecting plays in the menus where button pushes are not recognized. This is not an internet issue, and this is not a hardwired vs wifi issue. I am hard wired it, as are others in our CFM. This issue is effecting everyone.

What happens when the bug occurs? Pre-play there is an excessive amount of stuttering causing players to move at speeds several times the speed they should pre-snap, and user input often has trouble registering to the point it can take dozens of attempts just to press "A" to snap the ball." What do you expect to see? I expect to see a game that works as intended.

The full game can be seen here. The issue occurred on a majority of snaps. I put two clips showing when the issues occurred above. It's difficult to see button inputs not working in a stream because there's no indication of when they were pressed, but it makes the game near unplayable. I would show sections of trying to select a play as well, but then it's just showing the stream sitting on the play call menu.
