This is actually incorrect.  The verbiage does indeed say this, but once you have the item up to an 82, it still does not allow you to put the token in to take it to 83, so the card/token is indeed glitched……..

I have Peppers at an 82 now and it still won't let me use the token to upgrade him to an 83.  It seems like the mechanism is simply broken.
