99 over Tracy Jones Jr

I received a 99 OVR Tracy Jones Jr. HB card from a Rising Stars pack. He has no image, can’t be upgraded, and trying to equip abilities crashes me out of MUT. He’s not in the pack anymore and seems unfinished. Please advise or fix.
