I have beat it multiple time completing all of the things asked and it just keeps giving me 2 stars instead of 3.

I just got it lol. Made them fumble on first play
I forced a Fumble and recovered on the First Play, and it gave me 3 Stars.
Yeah, I just scored a touchdown off of a quarterback sack/fumble on the first play, “ and all I get is two stars?!”.
