H2H ranked pause and can’t play?

Started a H2H ranked game, after he kicked off, other player paused the game. I waited 32 minutes with nothing happening, couldn’t resume game or start the 30 second timer. Finally quit the game, and received a loss. How is this fair, and how do I report this loss?
