Jaguars playbook

Hi. I was playing the jaguars in my franchise and I noticed that the jaguars were only lining up 10 players on offense. One of the formations is gun- empty base. They line up with 1 running back, 1 tight end, and only 2 receivers. I have only seen this issue playing the jaguars.
