Not being able to create a franchise

Alright so I’m trying to do a rebuild with a few of my friends and every time I try and make a franchise it says “warning you are already the commissioner of 40 leagues please delete one of your existing leagues before creating a new league “ im only on 2 leagues and I’m not the commissioner of any is there any way to get this fixed I do rebuilds by myself from time to time but every time im done I just do retire character or I just delete the franchise I’ve went to the game and did the manage game and add ons I’ve deleted the saved data it did nothing I restarted my Xbox did nothing I installed and uninstalled did nothing
