Why can we still not set custom playbooks as defaults in franchise?

I slow sim a franchise with all 32 teams, but the run/pass balance of the AI is still not in line with NFL and most games they throw too much and don't run consistently enough on 1st and 2nd down. I want to set custom playbooks that are more likely to call runs on 1st and 2nd for all teams but that isn't possible because for some asinine reason it's not possible to set the custom playbooks or to choose a custom playbook for both teams before the game starts.

This seems like such a simple thing to add I can't fathom why it's not a thing yet.

Or better yet, bring back run/pass play selection slider setting for coaches to be able to customize how often they will call runs and passes, that would also be great.
