Clock management is broken

I don't know how many times that I have ran out of bounds to stop the clock but the clock doesn't stop, and I have seen it happen so many times before. And I am not getting any XP in the Season 2 events season pass. I purchased it, could be the last time I do, because I play every day for 4 hours, how is it possible to only be a level 5?
