So, I have played 4 games tonight with random people (H2H quickplay). Every single one of them called timeouts, kept pausing and eventually left. Two of my friends got on discord (one of them being the one I purchased the game for on PC, and they are not having this issue).
Here are my specs, although im not sure what the issue could be at this point considering 75% of who I played with TONIGHT dropped as well.
