94 Playoff Champion Set

I recently completed the 94 overall playoff champion set to try and get the Tremaine Edmunds for my 50/50 Bears theme team, and he is not in the pack although he is just a normal 94 for the Chicago Bears. All the other players in this release are in packs. Anyone have any idea why he is not in the pack?
