EA Staff (Retired)Always check whether you can access online modes of other games and check PlayStation Network server status here: https://status.playstation.com/en-us/
Additionally I would advise to reset your router, restart your console and Sign in to your PlayStation Network account again.
If nothing works, please check this sticky thread: Online Ports Madden 16. Make sure your ports are open, there's also a useful connection issue troubleshooting article from Sony.
