Ok, Nevermind. I'm an idiot. Those are boxes of votes for 40000, not ballots. So I go that wrong. I have received all that I paid for. Apologies blue and David.

I have like 88 ballots right now. I didn't get hit with any cap? Maybe you didn't get all the contents of the pack.
