Best packs to buy (w/ coin)?

I'm reading a lot lately about the insurmountable problem in amassing enough coins to buy players (millions?!?!) Some have said that you have to buy packs. Which packs are the best investment for this purpose?

Well you can only buy two kinds of packs right now and you can only buy 3 legend packs.

Pro packs.

All other packs have caps.

What do "caps" mean? Can you get the "big money" items in pro packs like previously mentioned in another thread?

The "caps" are a limit on how many you can buy during the offer, usually 3-5 packs on the higher level. There is no cap on the pro packs.
