You can access the new stadium during the Field of Freeze event by selecting the corresponding event in Madden Today and the Ultimate Freeze program events. If you purchase the Field Pass you'll have access to the Masters Series and Season mode.
To unlock the stadium to play the next 3 events in the Rival live events you need to complete the first 3 events. For example, with the current Titans - Jaguars Rivalry you need to win all 3 challenges at the Titans' stadium to unlock the Jaguars stadium. There is no card or anything you get, you just get access to the second stadium and the next 3 events.

Because it was just opened last year. EA is making the game far before the release.
