Do you have the UID code for that account. This is different from a recovery code which you generate from another device running the same account.
I am in a similar situation only I was locked out of my Google Play acounts. So far No luck but tech support seems to think this uid might help.
If you have an android there is an option under Backup and reset called Automatic Restore : "When installing an app backed up settings and data will be restored."
I have not tried this yet you might see if you had that option checked. To reiterate I have not tried this so proceed at your own risk.
