Summarize your bug During A Trail of Hope - Meet the Resistance on Voeld story step, Commander Heckt looped saying "Word is getting around that I'm alright. I'll decide my self when I talk to Evfra" and didn't allow me to continue the quest. After dying and reloading the game, I was able to progress. Repro rate: 50% (occurred once in 2 attempts).

Steps: How can we find the bug ourselves? 1. Progress through Voeld by completing all quests (including raiding the huge Kett base, killing Architect, looking for asari ark etc.). 2. Continue A Trail of Hope to the point where you are to get on a shuttle. 3. Notice that Commander Heckt refuses to let you get on the shuttle. 4. Reloading the game might solve the issue.
