Put quite simply, deadzones exist because analog sticks wear out over time. If there weren't any deadzones, then a stick that's just mildly worn out would send erroneous input that the game would interpret as legitimate player input.

Ok, but that's not a really good reason for it to be how it is now. If that's true, then they could easily lower it to a fraction of what it is now, way too much of a deadzone exists.
