It shouldn't be a priority but unfortunately from what we've seen, it appears to be their priority. The gambling packs make them money so they're going to focus on that at the expense of the rest of the game. It's easier for them to just throw in a new weapon, a new map, maybe one enemy, instead of providing real DLC. We're just fortunate this multiplayer doesn't affect the single player portion of the game like it did previously.
Any single player notes have been vague and players had to either data mine or dive into the game itself to even find a change.
Any discussions on twitter from them have been mostly about multiplayer despite all the glaring issues with SP.
It's becoming more and more clear where their priority is and it's a common occurrence with game companies these days.
