Gonna bump this and add my own take on it:
It feels like custom character unification was dropped in ME2 only to get picked back up in ME3. Characters imported from ME1 DO NOT seem to translate well into ME2 at all. Skin is a discolored, pale color (if your Shepard is white), eyebrows are discolored and lighter (and seemingly chewed-off), and beards are almost non-existent. This goes for both male and female Shepards. It also doesn't feel like the textures were as significantly updated as they were for custom Shepards in ME1.
I really hope EA addresses this, because a lot of us put a lot of work into our custom Shepards and it's disheartening that, after so many years, our custom Shepards still look like they don't belong with the other, more polished characters in Mass Effect 2 (especially coming out of ME1:LE where I could barely tell the difference in quality between my custom Shepard and the other main characters in the game).

My broshep's definitely a bit less scruffy than in ME1, though I do like Cliffme1ster's headcanon. I'm sure those hair follicles have seen better days to say the least.

@DeltaTORSK I concur what you said about the head morph in ME2. Textures do look a lot rougher and the facial color is of compared to ME1 and 3.
I think your theory about not backporting the ME3 head morphs to ME2 might be correct.
I also wonder how feasible it is. Mass Effect 2 has additional facial features in terms of scarring that alters depended on player choice.
It might not have been a straightforward job to update this and thus it might have been skipped.
I do hope they fix this in a future patch. My Shepard has blond hair and facial hair, and the facial hair looks like someone painted it on. I look more like a pimp than a commander 😆- 3 years ago
Just commenting that this is still a problem 2 years later.
According to the modding community it's because of a missing face texture on custom male shepards. I could download a 3rd party fix but a) I feel I shouldn't have to and b) I'd bet that mods disable achievements, but that possibility is moot since they don't work anyway
Overall this "legendary edition" has been a real disappointment. Unfortunately I put too many hours into the first game to get a refund now.
