I see your laptop has both onboard graphics (Intel HD 4000) and a dedicated graphics chipset (AMD Radeon HD 7670M). The AMD Radeon is the better of the two. I suspect that the game doesn't automatically switch on the AMD Radeon. This could happen, for instance, if you're running your laptop on battery power or if the laptop is otherwise configured to use little power.
If you were running on battery power before and plugging in the adapter fixes the issue, then you're done. Otherwise, keep reading.
The graphics drivers for your AMD Radeon are outdated (from 2012). The latest drivers version for your GPU is a beta driver from 2016, which you can download here: http://support.amd.com/en-us/download/desktop/legacy?product=legacy3&os=Windows%207%20-%2064
I recommend downloading and installing Crimson Edition 16.2.1 Beta.
Once that's all done, I recommend checking out the following page which explains how to make sure the game runs in high performance mode: https://community.amd.com/docs/DOC-1581
