After pondering a bit, it came to my mind something regarding the toll biotics take upon a body, and salarians are not known for their endurance. Also, their fast-paced intellectual and emotional behaviour could be proven noxious for their own good, don't you think? Remember Kaidan explaining about migraines and things like that? Would those be potentially amplified on salarians? Or that salarians process emotions too fast, then the spikes or potential uncontrolled emotional spikes could set them mad?
I'm not sure, but I think – though I cannot prove – biotics might be hazardous for salarians, which would explain their need to have an edge on techs and intelligence.

BUT a candle that burns at both ends is twice as bright.
I agree if you are saying that biotics are probably tied somehow to emotions - we've seen that with Jack, Cora, even once with Liara - they pop out and manifest when you get worked up. Maybe that the much lower drive to reproduce, or competition in general, with Salarians which makes them better at cold calculation for revenge, warfare, or spying works against allowing biotics to manifest.

@PandaTar All the more reason to introduce them in the game and expand the codex 🙂
So far they only showed up in one of the ME books and until now they're just labeled as highly prized.

Hmm, now I understand why you were asking, my bad. I didn't know they were mentioned in books. I haven't read any. So I had to work with what I had. 💔
Well, while on the salarian subject, they could make salarians blink like they always did too. This 'problem' was pointed out IN THIS THREAD, very interesting data.
