You're supposed to download it from here but that download doesn't work for me. The Pinnacle Station download from the same place did work, but this one didn't.
I just tested and you are right, the DLC are not included in the main download.
That is strange because they were included as I installed ME the last time in 2017.
Anyway, I uploaded the BDtS to my Onedrive. Here is the link.
If you’ install the game with Origin or Steam you don’t need to download the DLCs separately.

I'm in Eastern Canada. I don't think it's just me though since I've tried on different browsers and on different computers and also while tethering to my phone. And I was talking to another guy on reddit who had the same problem.
I am in Germany, and the link don't works for me in the moment either.
Could have been a regional problem, but now that seems unlikely.
I'm in Poland and both DLC links don't work. ☹️ I bought game on origin so maybe they're part of the game. But I still cannot save, which is even bigger issue.

For the save problem you should open a new topic. Please attach a DxDiag in text file format to your OP.
You can do that with the "Choose file" button at the bottom right corner of the reply window.
