Can't find multiplayer games to join?

I recently moved from New Zealand to Germany, and I can't change my country on my PS account obviously... but I thought changing my Origins account location to Germany would mean I could play on European servers. However, I can never find a match above Bronze and it's always with the same 2-3 players? This has been going on for days and it would be great if I could actually continue playing multiplayer above Bronze. Some times, there's no games at all. ): I've paid for all the content and it's kinda crap that I can't use it. When I played in NZ, there was never a wait period to join a match of any level/enemy/map choice, so something is going haywire here.
