Can't shoot for 2 seconds after using power in ME1

Everytime I use an ability, for around 2 seconds, I cannot fire my gun or switch guns. It doesn't matter if the ability is offensive or defensive, my character is stuck and I can't aim (zoom) or fire my gun (doesn't matter if it's a pistol or shotgun).

I gave up for a while, uninstalled the game, and when I reinstalled the bug was no longer present. I still kept my saves as well, but since it had been a year since playing I just started over. But again, that bug never reappeared.
