Can't upgrade N7 weapons

Hello,

I started playing ME3 multiplayer again recently and noticed that I can't get upgrades for weapons that were obtainable only with Commendation/Victory packs. 

Below is my inventory from n7hq:

Note how all of my weapons except for n7 ones are rank 10. I have spent $30 on bioware points and have tried buying arsenal and premium specter packs. I only get high level consumables. This is quite frustrating.

This seems like a bug to me, is there really no way to upgrade weapons that were featured only during the period when Commendation/Victory packs were available? 

If so, is there any plan to address this?
