Casino Infiltration bug

No matter what I try to fix it, the last junction box to get in the safe room is never becomes available to initiate.  It’s preventing progress to the PONR…. At this point I’ll have to start ME...

Solved, the problem, at least for me, was that you HAVE TO resolve a couple of sensor things before going to the room with the 2 guards and 2 cameras!
