Go here https://help.ea.com/contact-us and talk to a live game advisor who will provide you with a Cerberus Pack download code. I had the same problem and they provided me with one, activating it properly. Hope this helps.
i have the issue were i can download the pack but it won't work, i tried to install 3 times and even deleted the game install but its still not working. has the ceberus network been shut down??

I don't think there's any way to get it for PSN unless you're in the US, sorry. This probably doesn't help but you if you were really desperate you could get the trilogy on Origin, it's 1/2 price right now. Getting all the dlc might get a little pricey though if that's what you were wanting.
