This is not necessarily true: Cerberus was about *supremacy* of humans, not really anti-alien. There were numerous aliens on Normandy-2, and TIM was not against cooperating with aliens if it benefited him.
So as long as Andromeda Initiative is given all the alien state-of-art equipment (plus copies of blueprints of alien toys go to TIM as well) and funds; AND if there is some way to make sure that humans will prevail (e.g. by sabotaging some of the other Arks, or otherwise supporting humans)... Why not?

My view is that if Cerberus wanted to spread their chances, they wouldn't back a mission to another universe bringing more Aliens than Humans. They would've also brought a bunch of their own to this Universe to manipulate the * out of everyone and there killing Jien might've been an unfortunate necessity, but letting Aliens run the show while things go to * especially...Nah I just don't really see it.
Mind you, nothing is 100% certain but I hold it for very unlikely.
Well... They could have had some good plans... that simply misfired due to Scourge.
And then Cora Harper - probably daughter to TIM and leader of Cerberus agents in Andromeda - instead of conspiring against those remaining aliens fell into Ryder... :-/

That doesn't explain why they would pour mega bucks into this as mysterious benefactor without demanding more humans and less aliens to be sent though.
And I don't know why Cora is 'probably' TIM's daughter. Is there something else than "omg she has uber biotics so she must be TIM's daughter"? I mean maybe I missed something here, but so far I've not seen anything to make that probable.
People refer her to be his daughter because they share the same surname. TIM's real surname is Harper too. And it is not possible 2 people having the name surname in the whole Milky Way and not be related.

It may be just me, but I swear I see as many humans wandering around as all the other Milky Way races combined.
Plus, he built Normandy SR2 + a whole fleet or two of warships. Why not build an extra ark while he was at it? Fill it with the families of your people, some troops and operatives, various eggheads who have finished their part of a huge project...
