Delay in connecting to the server and checking downloadable content

I'm running the Deluxe Edition on a PC with fiber optic cable internet.  Whenever I start the game it can take up to 30 seconds for the game to connect to the server and then up to 30 more seconds fo...

Sadly, yes, that is normal behavior.

Though your internet connection sounds to be well above normal!

I suspect the security checks are not resource-optimized, perhaps both on the Client and Server side.  If it is resource-optimized, then it is really excessive.
