Hi @hondo069 this bug is a bit random it appears in some of my saves while others are unaffected. I don't remember who originally came up with the solution or where I find it but this works for me (I use second option, but first should work as well):
1. In EA App go to ME2 advanced settings and add "-nomoviestartup" (without the quotes), confirm the change and run ME2
2. Other option: If you have desktop icon for ME2 (you may create a new one) right click it; choose properties, than in the top most editable line of the "Shortcut" tab add " -nomoviestartup" (without the quotes) so ot reads "Your\path\to\Mass Effect 2\Binaries\ME2Game.exe" -nomoviestartup
Save changes. In the next tab you can chose run as administrator (I don' know for certain if it is necessary). Log in EA App (if you haven't already) and start ME2 by double clicking the desktop icon.
Side note: You can play all of ME2 whit this argument (it gets rid of EA logo movie and longer than necessary loading screens between locations) but it may affect some of the prerendered movies inside the game (the one I know of is at the beginning of Stolen Memories mission when Kasumi talks about mister/miss Gunn and his/hers present for Donovan Hock; the movies where Shepard appears and player make choices - like at the end of Stolen Memories - are unaffected).

Hi EA_Shepard. I think that's more of a question for the creator of this tread. I don't really play ME2 currently, so don't know what to say. In the past a handy shortcut with -nomoviestartup was good enough solution if I couldn't end Stolen Memories mission.
