It may still be random but in my last 6 playthroughs it has always been the two on the right. I don't remember how it was the first time I played.

Random or not, if the OP has already messed with the consoles they surely aren't in the starting position anymore without loading an earlier save (unless they reset somehow), so will just have to figure it out. It's not that difficult.
That is also what I wrote.
- Okay, strange. I reloaded to a save from two days prior, repeated several missions, then finally got back to the vault and tried it again. This time it worked. Weird. I wonder why it didn't work the first time.
I think it might have been that you didn't load an early enough save which happened to me on my first playthrough. You must make sure its BEFORE you enter that area because if you touch any other console and then try the last two it won't work. why they haven't implemented a reset function i don't know. but it it is always those last two consoles, five then four. So i am pretty sure this particular puzzle isn't random but some are elsewhere.
