Man this is frustrating, and even more frustrating, I'm not seeing many people with this issue, so I'm kind of doubtful anything will be done about it.
I got a reply on a separate thread that I made about this issue (before I found yours). He acknowledged seeing this thread as well (although I'm not sure why he didn't say anything on this one), so it looks like we may be getting a fix in the end, hopefully.
I'm still in ME1 but I just started ME2 to check on this and sure enough, it's not the same as when the LE launched as you can see in one of the 4K video on Youtube here, check the 5:06 mark and now my screen caps looks like the ones here. Looks like they increase the contrast and saturation while making the patch.

Just in case anyone is still looking on this thread, a modder (might be one of you guys for all I know) fixed Mass Effect 2's cutscenes by re-encoding them himself. I left a comment on his post see if he'd be making a fix for 1 and 3, but if he doesn't he did leave steps to how he went about making the fix. I think I'm going to go ahead and fix 1 and 3's cutscenes myself. I'll post links once I do it and can upload them.

Mine has looked this way since launch - I thought it was supposed to, but I saw someone on the Nexus mod site has made a fix for it for those of us on PC.

Same problem here, but I’ve never modded a game in my life. I’m afraid of messing things up, so EA should really fix this for everyone! I’m playing the game for the first time. I’ve just started ME 2 and the cutscenes are really atrocious… what a pity!
