Its a boss.. not really a issue most players expect bosses to be tough. The bigger issue by far is the cannon fodder foot soldier type enemies being bullet sponges.

Another session, another bug.. confirmed that you can't give the plant you get from the stoners to the doctor to help the poisoned refugee. This game should be renamed Mess Effect.
