i already tried that it just unlock skills but still weapon 4 still locked down in red says Unlocked by Combat Fitness 5 "Extra Holster" I had this before going different level i guess

Did you by any chance choose the other option in that range?? You don't have to unlock the skill and can instead take a different buff.
The other option being Heavy Lifting, improved thermal clip size and more power cells. So it is possible that you simply need to respec your character and choose the correct option. Respec should be in med bay, if you didn't know. Given your character level, you probably did...lol.
Combat fitness level 3 gives holster, and then combat fitness level 5 gives the option for holster or Heavy lifting.
