Fortification slow power use on squadmates

According to this link, Fortification/Barrier/Defense Matrix reduces power recharge bonus, not the overall time of powers. If that is the case, does that mean that slow power use that comes with it doesn't work on squdmates since they don't have power recharge bonus stat and therefore pick rank 6 of those powers where you increase damage protection instead of reducing speed power penalty? Has anyone noticed that squad's powers are recharing slower when used with Fortification and such?
As you rightly said, this is not a penalty to the overall power recharge speed but to to the power recharge speed bonus of the Weapons loadout screen.
Therefore it will not influence the squdmates power recharge speed
