I haven't heard of a ladder glitch in this particular mission. If you have to go down, try to jump off the ledge instead.
There's a glitch similar to the one you described in the Leviathan DLC, though. The fix there is to:
- Approach the ladder while constantly looking up. Or;
- Reducing your screen resolution. Or;
- Playing this segment in windowed mode.
This is not guaranteed to work on this particular mission, but it's worth a try at least.
