You will need to complete almost all of havarl before this unlocks. You wont find anything there before you complete the vault.
in my first pt, the remnant consoles bugged out, so i couldn't get to the chest. i tried for like 3 hours before calling it quits thinking i was just missing something, only to find out in my next pt that it was just broken in my previous run. *sigh*

Am assuming you completed all quest of havarl... Even the quest on the scanning the mutated animals.Try again after the patch and see if you can get it this time... It's one of the best fusion mods in the game, never used any others lol.
It's the only good one in the game, I use it on all my chas hehe :eahigh_file:
LOL, I am not a big fan of it, because of the negatives. Sure if you are on lower difficulties or fighting trash mobs you are fine, but it doubles or adds 50% to your cooldowns if you aren't killing stuff. When facing harder enemies or bosses it would be a big negative. I am running a level 66 through NG+ insanity, and the idea of having double cooldowns is not what I want. I use the one that just lowers all biotic cooldowns by 50% right now, or use one for more damage.
But great thing is, to each his own...use what you like, and get them all just because more choices is better.
