On PC I imported my saves from ME1 (3rd time I do the trilogy) , in the recap when you start the game, all choices I made are good (like saving ashley and the council) but some dialogues are wrong. Miranda ask me if it was difficult to kill ashley and Anderson says the new council doesn't like me because I let the old one died.
But I can ask to the illusive man how is ashley doing.

But the thing is they were reported.
Because I was able to see Ashley in the first scene in the Normandy.
it's like the game knew my choices but put sometime the wrong cutscenes.
Anyway, I deleted the ME1 import in "Mydocuments/bioware etc", I re-loaded my ME1 save an hour before the end, re-finished the game, then used this "new" end game save to import in ME2 and it seems to be working now.
So maybe my first ME1 saved was corrupted somehow.

There's a rare bug that corrupts your save file. I had this bug once myself.
You could try and fix it by changing plot flags in the unofficial save editor. http://social.bioware.com/project/4373/
