HDR settings affecting entire system

Hi there, I'm having a very unusual problem regarding Mass Effect Legendary Edition.

I just started playing Mass Effect 1, and noticed all of my colours were very blown out. I closed the game, and this behaviour continued into Windows, all of the colours were super over-saturated and blown out, even with the game closed, and even after rebooting. Upon further inspection on rebooting the game, I noticed the HDR setting was set to "auto", and though it said HDR was not detected, setting HDR to off (and rebooting the game a few times) fixed the problem for the game, but only the game. Upon exiting the game, now Windows is completely unsaturated and low brightness, like there is a dull grey filter over everything. No matter how high I set my brightness there is no change.

I should add that in my settings in Windows, HDR has never been turned on, I don't even have the option, it says not supported. I can switch between the blown out colours and the washed out colours by changing the HDR setting in Mass Effect, but it's very hard to replicate and takes over a dozen tries of opening and reopening the game. I've rebooted my PC over and over, I've reinstalled my drivers, I've tried different cables, and I've uninstalled and reinstalled the game, but the issue persists.

Please help, I've reached out to EA support but they could not figure out the problem, and redirected me to here. I'm not able to use my PC in this state.

    Please create a DxDiag in text file format and post a screenshot of your Windows HDR settings. (System/Display/HDR) and post it with your next reply. You can do that with the "Choose file" button at the bottom right corner of the reply window.

    Yes, that is correct.

    As far as I can see, all the necessary components in your system are HDR capable. So windows should gave you the option to turn it on or of.
    (I can see what kind of monitor cable you are using in the DxDiag, so that might be the culprit.)

    HDR works globally, if it is enabled in a game it gets enabled in windows and vice versa. 

    1. Hit Windows key and X.
    2. Choose either “PowerShell (Administrator)” or “Command prompt (Administrator),” or "Windows Terminal (Administrator)", whichever option is offered.
    3. Inside PowerShell, CMD or Terminal enter “DISM.exe /Online /Cleanup-image /Checkhealth” without quotes. > ENTER.
    4. If errors are found, notify us. If no errors were found reaped steps 1 & 2.
    5. Inside PowerShell, CMD or Terminal enter “DISM.exe /Online /Cleanup-image /Restorehealth” without quotes. > ENTER.
    6. The system will start validating soon. If it throws an error, please list it here.
    7. After it reaches 100% reaped steps 1 & 2
    8. Inside PowerShell, CMD or Terminal enter “sfc /scannow” without quotes > ENTER.
    10. Post the message you receive at the end of the processes here.

    11. Reboot the system > Test.

    If that don't helps, it might be worth to clean reinstall the driver:

    • Follow this manual to the letter to cleanly uninstall all NVIDIA components.
    • Install the graphics driver  > Go online
    • Test.
