I have the same problem aswell.
Imported character from ME2 and it just goes the normal way. Not even trying to start Genesis 2.
Genesis 2 only starts if you don't import a character.
If I'm not mistaken, Genesis 1 can start even with an import just to show you a recap. However, Genesis 2 alters the events of the game slightly so that it's impossible to show an accurate recap. For instance, a scenario where both the crew and the entire squad survives is not possible in the comic.
